Chapter 31 is a proverb from King Lemuel, not King Solomon.
King Lemuel attributes it to his mother.
It specifically states that it is an inspired utterance.

It is not for kings, Lemuel—
it is not for kings to drink wine,
not for rulers to crave beer,

lest they drink and forget what has been decreed,
and deprive all the oppressed of their rights.

Let beer be for those who are perishing,
wine for those who are in anguish!

Let them drink and forget their poverty
and remember their misery no more.

PCdc Commentary

The king should avoid beer or wine
because he may do wrong under the influence.
Besides, they are for the perishing.
Seems to advise leaders to be tea-totalers.

However, this is not the case in the New Testament
where alcoholic beverages are specifically approved,
with warnings to avoid over-imbibing.
